External Affairs Minister S. Jaishankar hosted a meeting of the BRICS Foreign Ministers in New York on the sidelines of the 80th session of the UN General Assembly (UNGA80). The meeting focused on reinforcing multilateralism, reforming global governance, and addressing economic challenges, while also formally recognizing India’s upcoming role as Chair.

Key Discussions and Outcomes

The meeting, which included the foreign ministers of all expanded BRICS members (Brazil, Russia, India, China, South Africa, Egypt, Ethiopia, Indonesia, Iran, and the United Arab Emirates), had several central themes:

1. Reform of Global Governance

  • UNSC Reform: The ministers amplified their collective call for a comprehensive reform of the principal organs of the United Nations, especially the UN Security Council (UNSC), to make it more democratic, representative, and effective.
    • China and Russia, as permanent members of the UNSC, reiterated their support for the aspirations of Brazil and India to play a greater role in the United Nations, including its Security Council.
  • Voice of the Global South: The group stressed the need to enhance the participation and representation of Emerging Markets, Developing Countries (EMDCs), and Least Developed Countries (LDCs) in global decision-making.

2. Global Peace and Stability

  • Multilateralism: Jaishankar highlighted that BRICS has “stood firm as a strong voice of reason and constructive change” when multilateralism is under stress.
  • Dialogue and Diplomacy: The ministers agreed that in a turbulent world, BRICS must reinforce the message of peacebuilding, dialogue, diplomacy, and adherence to international law.
  • Counter-Terrorism: The Joint Statement included a strong condemnation of terrorism in all its forms and manifestations, including the cross-border movement of terrorists, terrorism financing, and safe havens. They specifically condemned a recent terrorist attack in Jammu and Kashmir.

3. Economic Challenges and Cooperation

  • Trade Protectionism: The ministers voiced deep concern over the proliferation of trade-restrictive actions, such as the “indiscriminate rising of tariffs and non-tariff measures,” and protectionist policies that threaten to disrupt global supply chains and introduce economic uncertainty. This implicitly criticized recent measures like the new US tariffs.
  • Multilateral Trading System: BRICS reaffirmed its commitment to defending a non-discriminatory, open, equitable, transparent, fair, inclusive, and rules-based multilateral trading system with the World Trade Organization (WTO) at its core.
  • Future Cooperation: Jaishankar emphasized that technology and innovation would define the next phase of BRICS cooperation.

India’s BRICS Chairship in 2026

The meeting formally provided full support for India’s upcoming BRICS Chairship in 2026 and the holding of the XVIII BRICS Summit in India.

India’s focus areas for its Chairship will include:

  • Food and Energy Security
  • Climate Change
  • Sustainable Development through digital transformation, startups, innovation, and strengthened development partnerships.
