What’s changed
- The United States has decided to revoke the sanctions exemption that it had earlier granted under the Iran Freedom and Counter-Proliferation Act (IFCA) for Chabahar Port.
- This waiver was originally given in 2018, allowing India to develop and manage the Chabahar port, plus associated railway and transit activities, without triggering certain U.S. sanctions.
- The decision to revoke the exemption is to be effective from September 29, 2025. After that date, persons operating the port or engaging in activities under IFCA could be subject to sanctions.
Why the U.S. is doing this
- This is part of the Trump administration’s “maximum pressure” policy aimed at further isolating the Iranian regime.
- The U.S. is seeking to disrupt economic and infrastructure projects that, in its view, help Iran in ways that could offset sanctions; Chabahar was one of those projects with special treatment.
What it means for India
- Strategic impact: Chabahar is a very important route for India to connect with Afghanistan and Central Asia while bypassing Pakistan. Revocation of the waiver raises risks for trade, logistics, humanitarian supply, and regional connectivity projects.
- Operational/investment risk: Indian operators (India Ports Global Limited, etc.) could face exposure to U.S. sanctions if they continue certain activities that had previously been protected by the waiver.
- Diplomatic balancing act: India will have to carefully manage its relations with the U.S., Iran, and regional partners, trying to safeguard its strategic goals without running afoul of U.S. laws.

- Which specific activities will now trigger sanctions: Will all operations be at risk, or only certain categories (e.g., shipments, financial transactions, petroleum products)?
- U.S. enforcement: How stringently the U.S. will enforce sanctions on non-U.S. entities or individuals involved with Chabahar (especially Indian entities).
- India’s alternatives: How India might respond — seek diplomatic waivers, shift operations, or find workarounds.
- Regional reactions: How Afghanistan, Iran, Central Asian states view this, since Chabahar is also important for them.
